Do most digital cameras take really good quality pictures?

I am a college student and don’t want to have to spend any more than is necessary. It is important for me to have a camera that takes really good pictures to save for the future. I have been reading reviews of cameras in all price ranges. Do you think that most digital cameras sold at walmart would fit this description? Does anyone have recomendations of great/excellent portable cameras that I could buyinexpensively new or used (like around $100, or even less)? Thank you!

I need to record from 2 or 3 (whatever is going to be easiest and best) video cameras simultaneously and get the recordings into one video file which eventually is digital. What is the best way to do this and keep relatively high quality? Advice on any products including cameras would be much appreciated.
